Big announcements create clarity at one level, but they also create questions at another. The law looks complete on paper, but when it starts moving through the system, things slow down. Processes come in. Conditions appear. Timelines stretch.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some of it is necessary. Some of it is just how the system works.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Women Reservation Law is a good example.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There is no doubt about its intent. There is no confusion about what it seeks to achieve. But its implementation is tied to delimitation. That means it will not come into effect immediately. It will take time. Maybe more than people expect.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So where does that leave us?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With a law that exists, but is not yet visible in practice.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is not unusual. In fact, it happens more often than we admit. We talk about laws when they are passed. We rarely follow them through when they are implemented.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And that\u2019s where the real story is.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Because enforcement is not automatic.
