Soban Singh Jeena University Act (19 of 2020) , S.10— University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations (2018) , Regn.7.3.0— Cancellation of appointment – Post of Vice-Chancellor of University – Non-compliance of procedure – Appellant was not having required/requisite minimum 10 years teaching experience as Professor in University – Supervising Ph.D. scholars cannot be said to be having teaching experience as Professor in University – Before appointing appellant as Vice-Chancellor of University, neither any advertisement was issued, nor names were called for from eligible meritorious candidates, nor his name was recommended by Search-cum-Selection Committee, nor there was any search committee – There was no occasion for Search-cum-Selection Committee to recommend panel of persons – Appointment of appellant as Vice-Chancellor of University held to be illegal and de hors statutory requirements – Order, cancellation of appointment, held to be proper.
